If you sell in the United States, you need DOT FMVSS 119. Most international distributors need both, and most of the mistakes we see in factory audits trace back to confusion between the two systems.

This is a side-by-side comparison for buyers, not engineers. The goal: in seven minutes, you know what each standard actually requires, where the gaps are, and what the import paperwork looks like at the destination port.

What Each Standard Tests For

ECE R75 is the United Nations regulation covering motorcycle and moped tire performance, marking, and approval. It sits under the broader UNECE framework (Regulation 75, originally adopted in 1988, revised multiple times since). Every tire size sold in the EU must have an ECE R75 approval number stamped on the sidewall, beginning with “E” followed by a number that identifies the issuing country.

DOT FMVSS 119 is the U.S. Federal Motor Vehicle Safety Standard for motorcycle tires, administered by the National Highway Traffic Safety Administration (NHTSA). The DOT symbol appears on the sidewall along with a plant code and a date code. The standard is mandatory for any motorcycle tire sold in the United States.

Both standards exist to protect riders. They approach the problem differently.

Performance Testing: What’s Actually Different

The two standards test similar properties but with different thresholds and methodologies.

Speed testing is where most importers get caught. ECE R75 mandates speed category testing up to 270 km/h (about 168 mph), with each tire rated for a specific speed symbol (F through W). DOT FMVSS 119 uses a stepped speed test protocol but does not require the same continuous speed endurance testing. A tire approved for the EU at 240 km/h may not pass the U.S. protocol without additional testing.

Endurance testing differs in duration. ECE R75 specifies a 34-hour endurance test at the rated load and speed. DOT uses a similar load endurance protocol but with different time intervals. A tire designed and tested for ECE R75 typically passes DOT, but the reverse is not always true. A tire engineered only for the U.S. market may fail ECE speed requirements.

Marking requirements also diverge. ECE R75 requires the approval number, tire size, load index, speed symbol, manufacturing date code, and the “E” mark in a specific format. DOT requires the DOT symbol, plant code, size, and date code but in a different arrangement. A tire that meets ECE marking rules is not automatically compliant with DOT marking rules, and vice versa.

The approval process itself differs. ECE approval is granted by a national type-approval authority in any EU or UNECE member country (Germany’s KBA, the Netherlands’ RDW, Italy’s MIT, and so on). DOT approval is self-certification by the manufacturer, with NHTSA audit authority. The practical effect: ECE approval is more rigorous to obtain, but once granted it is accepted across 50+ countries. DOT approval is faster and cheaper but only valid for the U.S. market.

Side-by-Side: Key Differences

Property

ECE R75

DOT FMVSS 119

Région

EU + 50 UNECE countries

États-Unis

Approving body

National type-approval authority

Manufacturer self-certification (NHTSA audit)

Speed testing

Up to 270 km/h, continuous

Stepped speed protocol

Endurance test

34 hours at rated load

Similar load endurance, different intervals

Sidewall marking

E-mark + size + load + speed

DOT symbol + plant + size + date

Cost per size

$3,000-8,000 (depending on lab)

$500-2,000 (in-house or third-party)

Time to approval

3-6 months for new size

1-3 months for new size

Audit access

Authority can audit factory at any time

NHTSA can audit, but rare

Validity

Accepted in 50+ countries

United States only

How to Verify a Tire Has Both Approvals

Look at the sidewall. A tire with both approvals will show:

The “E” mark with a number (ECE R75 approval, country code) — for example, “E4” for Netherlands

The DOT symbol followed by a plant code and date code

The size designation in both metric and inch formats

The load index and speed symbol

A tire with only the E mark is approved for ECE markets only. A tire with only the DOT mark is approved for the U.S. only. Selling either outside its approved market is illegal and creates customs risk at the destination port.

Common Mistakes Importers Make

Mistake 1: Assuming ECE approval transfers. If you rebrand an ECE-approved tire under your own brand, you need an approval transfer, not just a new label. The approval number stays tied to the original manufacturer’s submission. A rebranded tire without a transfer is illegal in the EU, even if the underlying tire was approved.

Mistake 2: Ignoring speed category for off-road use. ADV and dual-sport tires are often tested at lower speed categories for cost reasons. A tire rated “S” (180 km/h) is appropriate for a 250cc ADV bike. The same tire is not appropriate for a 1200cc adventure bike used on the highway. ECE R75 approval at one speed category does not transfer to higher speeds.

Mistake 3: Treating DOT as a backup. Some buyers think “we’ll get ECE, and if that doesn’t work, we’ll add DOT.” This reverses the logic. ECE is the harder approval to obtain. Factories that have both approvals have invested 12-18 months of testing. They charge more, but they eliminate customs risk in both major markets.

Mistake 4: Forgetting about the destination market’s homologation. ECE and DOT are not the only standards. Brazil requires INMETRO. China requires CCC. Japan requires their own tire mark. A tire approved for ECE and DOT is not automatically approved for these markets. For multi-market distribution, build the homologation matrix into the sourcing decision, not after the first shipment.

What to Ask a Chinese Tire Supplier

If you are sourcing motorcycle tires from China, ask these five questions before signing:

For each tire size in your first order, do you have ECE R75 approval and DOT FMVSS 119 approval? Ask for the approval numbers, not just a “yes.”

What is the production date code format? Some Chinese factories use non-standard codes that confuse customs at the destination port.

For multi-market distribution, which other marks (INMETRO, CCC, JIS) can you provide?

If I rebrand under my own label, what is the approval transfer process and cost per size?

What happens to existing ECE/DOT approvals if I switch to a new mold or compound?

The answers to these questions will tell you more about the supplier than any sales deck.

How Kingtyre Handles ECE and DOT

At Kingtyre, all racing, super sport, adventure, dual sport, cruiser, and commute sizes in our catalog carry both ECE R75 and DOT FMVSS 119 approvals. The approval numbers are on the sidewall of every tire and verifiable in the UNECE database and the NHTSA manufacturer database.

For distributors who need additional market access, we provide the documentation package for INMETRO, CCC, and JIS submissions. The cost of approval transfer to a new brand name is included in the tooling quote for private-label orders above 5,000 units per size.

If you are evaluating Chinese motorcycle tire manufacturers and want to know what to look for in their certification portfolio, the B2B buyer’s guide we published last week covers the full supplier evaluation framework.

A practical side-by-side comparison of ECE R75 (EU) and DOT FMVSS 119 (US) motorcycle tire certifications.
